As India advances toward its net-zero emissions goals, the transition to cleaner and more efficient freight transport is critical. The road freight sector accounts for 71% of India’s freight share and is responsible for 90% of the transport sector’s total emissions. While essential for the economy, this reliance contributes to high logistics costs – currently 14% of India’s GDP – and significant environmental and social challenges.

This report outlines the pathways for a just transition to electric medium and heavy-duty vehicles (MHDVs). It does so by assessing the social equity implications of the shift, ensuring that environmental sustainability aligns with an equitable transformation for the workforce, communities, and industry. The study examines this transition through the lens of justice and equity to ensure the benefits are shared by all.

Two resources are included:

● A handbook which outlines what a just and inclusive transition looks like for India’s electric freight landscape, highlighting the challenges faced by informal freight workers who are at the most risk in the transition from internal combustion engines (ICE) to electric vehicles.

● A full report which outlines a just and inclusive transition framework built around four key pillars, and provides recommendations to guide policymakers, industry leaders, and civil society around this transition.
